18 Charged in Huge Fraud Scheme Against Phila. Heating Assistance Program
Eighteen people have been charged in Philadelphia with a far-reaching welfare scam that allegedly diverted more than a half-million dollars from the Commonwealth of Pennsylvania through its Low Income Energy Assistance Program ("Liheap") and "Crisis" programs.
A grand jury investigation found that between September 2003 and May 2007, workers from "Liheap" and the "Crisis" program run by the city's Department of Licenses and Inspections were forging documents, falsifying Social Security numbers, and pretending to be applicants, employers, and landlords.
