Rendell Signs $28B, Election-Year Budget

The $28 billion state budget that Gov. Ed Rendell signed today was part of a deal that would boost state borrowing by as much as $600 million to pay for
construction projects.
The planned increase in the state's ceiling on a portion of its debt will be authorized by legislation that Rendell plans to sign tomorrow.
